What is Texas Statute - Acquired Brain Injury?

I just discovered a letter for my husband from Cigna Health Care Voluntary Limited-Benefit Plan. The letter goes on to include "Notice of Coverage for Acquired Brain Injury." No one ever informed me of this, not him or his family. How could I find out when he acquired this brain injury and more importantly why is it preceded by the phrase Texas Statute? What would this say about the brain injury? I know what an acquired brain injury is. My question is simply why is it Texas Statue...Is it legal or something resulting from a law suit, jail sentence, etc.?
