Can you ever round 44.46% up to 45%?

I am in a little debate with a friend. According to the math I learned, you can only round up from the immediately preceding decimal; not from two decimals away. However, if you request one decimal place on Excel (44.5%) and then manually round up, it becomes 45%. That would result in rounding up twice, and from two decimals away. My friend says that this rounding to 45% is acceptable for research publication purposes. I say that it is not. What do you say?
